The HiLo formula

higher or same from rank r = (14 - r) / 13
lower or same from rank r = r / 13
multiplier = (1 - house edge) / win chance

Ace counts as 1 and King as 13. From an Ace, "higher" means strictly higher (12 in 13) and the other bet becomes "same" (1 in 13); a King works the other way round. Stake draws every card from a full 52-card deck, so each rank has the same 1 in 13 chance every time.

Every setting keeps the same house edge, so no target or win chance is "better" on average. Over many bets you lose about bet x house edge per bet: 1 for every 100 wagered at 1%. Lower win chances only make the swings bigger.

FAQ

What are the odds in HiLo?
Each card is one of 13 ranks with equal chance. From a 7, higher or same wins 7 times in 13 (53.85%) and lower or same also 7 in 13. From a 2, higher or same is 12 in 13.
How is the HiLo multiplier calculated?
0.99 / win chance on Stake, cut to five decimals. A 12 in 13 guess pays about 1.0725x; a 1 in 13 guess (same card) pays 12.87x. A run of guesses multiplies together.
Does HiLo remember which cards came out?
Not on Stake: every card is drawn as if from a fresh deck (Stake describes it as an unlimited number of decks), so past cards don't change the odds of the next one.
Is the ace high or low in HiLo?
Low on Stake: Ace is 1 and King is 13. From an Ace you can only bet higher or same card; from a King, lower or same card.
